A proposal to convert the 40,000 relief teacher quotas into posts has been made in the school education bill. The Council of Ministers meeting held on Tuesday approved the submission of the School Education Bill submitted by the Bills Committee to the Federal Parliament.

 

The bill has not been made public yet. A high source in the Ministry of Education, Science and Technology has informed that it has been proposed to convert the relief teacher quota into posts in the bill.

A proposal to convert the 4,000 subsidy of previous higher secondary schools (Class 11/12) into posts has also been proposed in the bill. At that level, 2,000 posts and 4,000 teachers have been temporarily managed.

 

“If the bill is passed, there will be an advertisement for 46,000 new teachers at once,” said a ministry source. Not all posts are filled through internal competition. Thousands of people with teaching licenses should also get an opportunity. First internal and then open competitive examination should be conducted to admit many of the employed. There will be no age limit for internal affairs.

According to the draft, teacher management will now be transferred to the local level. Although the selection of teachers is done by the Teachers Service Commission, the management of appointment, transfer, promotion etc. will be handed over to the local level. Currently, the Education Development and Coordination Unit (former District Education Office) has been appointing teachers. In the bill, it is proposed to give the responsibility of appointment to the local level.

 

In the Bill, it has been clarified that the service, conditions and facilities of teachers will be similar to civil servants. There will be provision for teachers to receive contribution-based gratuity. It is proposed to submit the annual report of the Teachers Service Commission to the Minister of Education. Currently, there is no provision for the commission to submit a report.
